Publications and Seminars

Barbara L. Miltenberger is a member in the law firm of Husch & Eppenberger, LLC and part of its Health Law Practice Group.  Her areas of practice include long-term care regulatory and civil issues, fraud and abuse, professional licensing, and Medicare and Medicaid issues.  Barb’s expertise is in the regulatory areas relating to Medicare, Medicaid, licensing and credentialing issues.  She has significant experience defending Medicare and Medicaid fraud allegations, responding to state and federal document subpoenas and proactive compliance measures. 

Ms. Miltenberger is a member of the American Health Lawyers Association (AHLA) and is Vice Chair of Research for its Long-Term Care Practice Group. Ms. Miltenberger was also the Co-Chair of AHLA’s taskforce that drafted A Guide to Legal Issues in Life-Limiting Conditions.  This document was produced as part of AHLA's public interest commitment to serve as a public resource on selected healthcare legal issues.  She is also a member of the American Bar Association’s Health Law Section and the Missouri Bar Association.  Ms. Miltenberger authored the chapter on Nursing Facility Agreements in AHLA’s “The Long Term Care Handbook: Regulatory, Operational & Financial Guideposts,” 2nd and 3rd Editions (2000 and 2005); co-authored a section in the Clark Boardman "Long Term Care Handbook: Reform and Beyond (1994) and authored the Comment, "The Dilemma of the Person in a Persistent Vegetative State: A Plea to the Legislature for Help", 54 Missouri Law Review 3 (1989).   

Ms. Miltenberger has published a number of articles on health law topics in various health law newsletters.  She is a frequent presenter for seminars including the AHLA’s “Long Term Care & The Law” on various health law topics.  She was a featured panelist on AHLA’s Conversations with Policymakers Teleconference discussing The Guide to Legal Issues in Life-Limiting Conditions.  has been a speaker on health law issues throughout the country, as well as participated in training sessions sponsored jointly by the Missouri Health Care Association and the Missouri Department of Health and Senior Services.
